I've read that Fountain Hills is considering a revitalization plan for its downtown. If this plan is implemented how will it affect the housing

FIRST ANSWER
Fountain Hills just completed a new "vision" concept for the downtown area. Various aspects of the concept may (or may not) be implemented over the coming years. The town is currently trying to implement one recommendation - planting more trees in Fountain Park. This is unlikely to affect housing at all. It will just make Fountain Hills an even nicer place to live!
