additional 300 foot unpermitted family room that was not being calculated. When I proved the room was permitted, the appraiser made a revision but it still did not include the room because of its "condition". When I questioned him further on this, I was told that the permit issued for the room was for an enclosed patio and was therefore not considered living space. When I went to the city hall to ask about this, I was told that as long as this room (which has a full bathroom in it by the way) had heating/air conditioning connected, then it was indeed part of the livng space. The room does have this. Does this mean that the appraisal is wrong and the added square footage should have been used regardless of its condition making it 1580 sq ft? The "condition" was inner ceiling damage that is scheduled to be repaired when I purchase the home.

Hire another appraiser. Give them this information upfront. See if it comes out different. It could be as simple as the first appraiser having too much pride to change his original work. It's worth a try.

FIRST ANSWER

Sounds to me that the appraiser still could not add the additional footage due to the permit, you should probably ask the city what steps you need to take to amend the or receive the correct permit then you can count the SQ footage in the sale of the property. But yes, normally heat and air usually allows you to include SQ footage, in MO it is just heat. It may be that those repairs need to be done before closing and if this was in the contract on an FHA or VA loan or RD now there part of the contract if an inspection notice addressing the ceiling was made part of the contract.With out knowing the complete damage or extent of the repairs, that is as close as I can get you to solving sure Q.
