ions should I ask the seller about the lot, such as about sewer and utility hookups? Also, what is a pad? Is there any fire risk at Cielo? Finally, what is the range of reasonable prices for a pad with a good ocean view?

You'll want to consult with a broker experienced in land deals. Buying a custom homesite in a gated community like Cielo is much different than buying dirt in the middle of no-where. Your may concerns should be with what your allowable building structure can be. Consulting the Home Owner's Association, http://www.cielohoa.com/ on the size/architectural restrictions will provide you with the information necessary to make an informed decision on a purchase. You'll next want to consult with a builder to determine costs involved with making your dream home a reality.

FIRST ANSWER

Cielo is a great area next door to Rancho Santa Fe. Buying a lot requires as much or more research on your part than buying a home. You'll want to ask the questions above but more importantly you'll want to verify that information for yourself by contacting the building department personally. You should ask about zoning, set backs, CC&Rs, building fees, school fees, Mello-Roos fees, special assessments, easements, sewer/septic, minimum/maximum house size, etc. Cielo has a special assessment for building a fire department that can cost $11k - $13k per year in addition to your property taxes. The cheapest lot for sale in Cielo right now is listed for $599k. Most expensive is $2.4M for 2 acres. Size matters in an area where land is at a premium. There are about a dozen to choose from currently for sale. 1 is in escrow. Several sold in April for $800s and $900s, some with panoramic ocean views. 1 sold for $595k and $625k depending on size and view. You should see for yourself what the view is from this homesite because we all claim our homes have a view of the ocean : ) Are approved plans available too? What fees have been paid? This is what comes to mind immediately. If I can help at all, just ask.
