I live in Co. Springs and am looking at investing in a 1/4 acre lot in Co. City. Comments?

Depends on the price and location, but, typically land is always a good investment if bought smartly.
It's a buyers market in CO and rates are low so in terms of buying this is probably the best time.
I would advise you to get an agent to work on your behalf to ensure you make the right investment.

FIRST ANSWER

You need to have a real estate agent investigage the area(s) for 1/4 acre . if there are any vacant lots remaining, if there are not undeveloped parcels of land good be a great investment.
