Particularly, I'm interested in finding the old, stately enclaves where the houses are all from the 20's and 30's and in knowing which neighborhoods have particularly strong ethnic communities.
You have some great choices in White Plains for 20's and 30's homes.
Battle Hill, Fisher Hill, Gedney Farms, North White Plains, Prospect Park, The Highlands, and Soundview all were predominantly built in the 20's and 30's. The more stately areas are Gedney Farms, Prospect park and Soundview.
Drive around White Plains away from the center of town and you will find some lovely residential areas.

I lived in White Plains for 11 years in 2 different neighborhoods - the Highlands and Prospect Park. I love the old charm and character of both. There are many other great areas as well - Gedney Farms, Rosedale, Battle Hill, Silver Lake....to name a few. If you want to learn who is living in an area, go spend time in the neighborhood at school bus time - you'll see who gets off the bus and who is there picking the children up.
You must do your own homework because noone but you can determine what is a good match for you.

I specialize in White Plains (born, raised & work in White Plains, NY).
Much of White Plains was built in the 1920s-1930s. Most of these properties are colonial homes and are located in many different neighborhoods that range from the low to the high end price ranges. I'll pass on addressing your "ethnic communities" part of your question (Realtors have to be careful how they discuss ethnic, racial, religious, school related topics). For now I would simply state that White Plains is a very diverse community and all neighborhoods are mixed.
