On this autolistings, which you can setup to receive them daily, weekly or monthly, you can see address, taxes and HOA. Finding townhomes with taxes less than $5000 & closer to WO is easy, but....you didn't say what your price range might be.
One nearby town that could work is East Hanover - offering several townhome communities, and low taxes!
Morris and Union counties both offer lower taxes..........and a number of townhome choices.

I think that if you star intervewing some Realtors to list your home for sale, all of them could set up an email to get you the information you want on properties you want to buy.

In this case, some information is not feed into trulia.

Property tax ussually are public record but you will need to check evey property, probably, on line.
