It just depends. Some of the programs are very specific as to what you buy. Many want you to buy a home that is in good condition. Often that will exclude foreclosures as often they are not in the best of shape. We just need to take a look at the first time home buying program that you have choosen and see what their requirements are.

It depends if the home is not move in condition it wont pass inspection or appraisal. You can buy a foreclosure. No restrictions there.
But!!
A lot of these foreclosures will not pass inspection and most banks won't fix them to pass. So keep that in mind...... While you can buy a foreclosure, it just has to pass inspection.
