I am planning to buy a new home and it comes in my budget but looks like all the homes in that community are going to have mello roos taxes .

Yes they do because the new development has to pay for the new infrastructure associated with the development.. Utilities, gas, sewage and all city services. There usually is a time limit for Mello Roos (if that helps)

Do you have to pay this only once, or constantly? Sewage and utilities sound like ongoing fees. You could find an older house where these systems are already established, but it won't be as nice. http://econocycle.com.au

That's true. Newer homes do typically have mello roos fees to pay for the neighborhood development and infrastructure. Another option is to buy a remodeled older home that won't have these extra taxes.
