Hi- What zone is your home in? I assume that company has the right to operate machinery and chain saws during normal working hours? Has it always been that way, or was it after you moved in there?
How old is your house? How old/ what kind of windows do you have, and exterior doors? That makes a big difference. You may be able to upgrade your windows for not that much $$, and it would cut down the interior noise from next door quite a bit- depending.
What about a solid fence in between your properties? A good rule of thumb is that if you cannot see it, you cannot hear most of it- for a solid fence/ wall.
If a potential buyer is coming to see the home during a normal work day, or when the neighbor is out there doing his thing, than I don't see why you'd need to disclose. (I'm not a lawyer...)
