I am a real estate agent and bought my primary residence in Virginia Highlands last year... and it was a foreclosure. As someone who is familiar with Morningside and Virginia Highlands, I can tell you that there aren't many foreclosures in the neighborhoods.
But I can also tell you that won't stop you from getting a good deal. And my guess is that it doesn't really matter whether you are buying an unoccupied home from a bank, or one from an individual - you want a great deal, right?
There are quite a few homes below the $400,000 mark in Virginia Highlands and Morningside these days. But what you consider a value will depend on what you want in a home. Drop a line if you want to talk about that.

There is not much foreclosure activity in that area and when distressed properties do come available there it's very competitive.

I have lived, worked and played in VAHI for over 12 years and don’t plan on moving out anytime soon – it truly is one of the best neighborhoods in the ATL! That coupled with the fact that VAHI/ Morningside has not seen the drastic decline that some other intown markets have seen means the opportunities for foreclosures are going to be very slim. There is a much better chance that you will find a short sale, which still gives you a chance for a fantastic house at a discount price. That submarket is not loaded with REO inventory, but many, many sellers are short.

I specialize in Buyer's Foreclosures as well as Short Sales. You can read some of my previous posts to get an idea of my experience. It is great for you to look for an agent that specializes in this area as it is truly a different animal altogether. There are many pitfalls that a buyer can fall into if they don't know what to ask or how to ask it. The banks have many different rules as well as their own contract/addenda that you will need a skilled agent to work through.
