I have to say, I like your thought process. Local is important, as far as having relationships with all the necessary parties that need to be involved to make the process smooth. I and my team, know Philly very well, having closed hundreds of 203k's there over the years. We have established relationships all through the country with 203k professionals.
In addition, we have HANDS DOWN, the cheapest cost to the home buyer, as well as the lowest rates available for the program. IT IS YOUR MONEY... make sure you are working with someone knowledgeable to help you avoid making costly mistakes, AS WELL as has it for the right price. ;)
Please check out my website to find some 203k information. I would be delighted to help.
Not sure what state he or she is in? But ask them how many deals are done in your state by his/ her company and how many by the individual. Make a list of important questions before you call, and ask them all. If you need some help with this process please give me a call, 267-975-0372 (Eve).

You can use anyone who is licensed in this state
However. I strongly suggest using someone that is local. Here is the reason. Different regions are governed by different HUD homeownership centers which have different guidelines. As a broker who has used different FHA lenders I have found out the hard way not to use a company located in Califarnia and governed by the Santa Ana HOC when the deal is in Pennsylvania and governed by the Philadelphia HOC.
If you chose a local lender I have several 203k loans going right now in Philadelhia and can provide you with financing and guide you through the process
