It really depends on the bank, the market area of the home, and the condition of the home. Banks will look at average value in the neighborhood and what the latest sales have been.

Depending on how long the home has been on the market
Depends on the servicing company handling the sale

You can make an offer and they will negotiate with you. However, most times multi-offer situation occurs and if that happens they will then come back and ask for your "highest and best" offer. Feel free to ask me any other questions - email or phone. Good Luck!
