In buying a second home and not becoming a resident of Michigan will my property taxes be doubled and will I have to claim income if I rent less than 6 months?

I was just looking at the Michigan property tax rates by county and they differentiate between homestead (which I believe is primary residence) and nonHomestead. The nonHomestead rates appear to be about double. Also, a friend who is an Illinois resident recently purchased a condo in Union pier and was shocked that her taxes were double of what she had expected. No doubt because it was a second home.
