We work closely with a mortgage company licensed in 45 states that offers wonderful non-owner occupied programs. Right now, you can get a loan in the mid to high 6's with a 30 year fixed, 10 year interest only option, and at only 10% down.
This company does 90% of our investors loans and they do a great job. They are our preferred lender and we have had a relationship with them for a few years now. We don't get kickbacks from them, we just have not found another company that can beat their programs.

Yes, it is a good time to buy rental property here is St Joseph MO. There are many people looking for places to rent here in town. I always suggest buyers inquire locally for mortgages. Commerce Bank, Nodaway Valley Bank, TNT Mortgage 816-232-3533 are all good resources for you to try. Here in St Joseph the housing prices have remained fairly steady and have not experienced the fluctuations seen in the news.
Platte Valley Bank would be a good resource. I would also recommend CTX Mortgage, Keith Knapp 816.331.9600 x 104. Keith is great to work with and can recommend the right type of loan for your needs. I have been selling to several investors in the Kansas City area, particularly Eastern Jackson County. Properties below $150 haven't seen the hit, we are seeing in other markets.
Absolutely, now is a great time to buy rental property. Bank-owned (foreclosure) properties and HUD homes are in abundance and you can usually get pretty good deals provided you are capable of doing a little cosmetic work yourself. You should check out Platte Valley Bank. Not really sure if they have a St. Joseph location, but with mortagage companies closing their doors, it's nice to have a lender who is local and really great to work with.
