A floating Dock may be an alternative. There are some great things being done with floating docks.

Hello Charlie,

If I am to understand you correctly, your concern is the home you are purchasing is on a canal and you inquired as to why the property lacked a boat dock and you were told it was due to a protected tree.

If that be the case, I suspect you have a mangrove on the property .In order to protect from land erosion, the mangrove tree has been labeled protected . If anyone cuts down a mangrove a fine can be levied on the person.

Even if you applied for a permit to put in a boat dock and a mystery person cut down the tree, you would not be able to expect the city to issue a permit to install a dock.

I would definitely inquire further before closing. Was it put in the seller disclosure that a boat dock was not possible? Is the seller aware of a restriction on the property?

This is a good reason to have a Realtor. You have protection in matters such as this. I hope this helps.
