Tax sales are posted on each counties website, usually under County Assessor tab. Do your homework, many times there are other liens or issues with the properties.

Trustee sales are posted in the newspaper.

Both of these sales require cash payment in full (cashiers check ) immediately with successful bid.

The problem with a tax sale is many are paid before the sale. I believe you can go 4 years without paying taxes before the home is auctioned off. There are very few homes, if any, that sell for the amount of the unpaid taxes alone way below market.

Generally, if a person isn't paying taxes, a person probably isn't paying the mortgage either and, if a person isn't paying the mortgage or the taxes, a person is probably not painting the home or fixing plumbing leaks.

But if you want to buy foreclosures on the courthouse steps, I suggest going downtown to watch the pros bid before jumping in.

Buying on the courthouse steps is not a trivial effort so expect the following:
To pay cash, so you need to have cashier's checks of varied amounts so that you can pay exactly
To research a home, determine whether it is still occupied or not, and possibly not be able to view
Prior to sale it is owned by a homeowner, you are not authorized to trespass
The homeowner will not be cooperative. You're taking their home!
You are unaware of the internal condition on most of these properties
You can obtain some information on title, but still risk other liens (such as IRS liens) that you
will inherit as not released from the property in the foreclosure or tax sale
For the sale to be postponed at the last minute, for no known reason.
To have to evict an occupant, whether it be the homeowner, a tenant, or a squatter

It is hard work and sometimes you can get a deal. It's a valuable lesson in how the process works, but it is NOT easy money. You will earn it. I would subscribe to a query called Rebogateway. It will give you not only notices of tax sales and foreclosures (among others), but you could cross check automatically if the property is either on MLS already, or not. There's a different approach with each.
