You need to look at this site to check eligibility http://eligibility.sc.egov.usda.gov/eligibility/welcomeAction.do

If that doesn’t work you can do a FHA step up program through the state and your down payment will only be .5% of the loan amount.

FIRST ANSWER

The only 100% loans i am aware of are VA if you are a qualified veteran or USDA if you live in what is considered a rural area,although I have been informed that these have pretty much disappeared. Your best option is to consult with an agent or a trussted local mortgage broker to find out what is available.
