FIRST ANSWER

Maybe never. The IRS is holding up the state's loan program because the IRS won't allow the rebate to be paid directly to the state.

BTW, I'd suggest listing agents start asking buyer's agents whether they're planning on using the credit at closing so that you don't get into deals that cannot get done.
