I think I understand your question. You closed on a newly constructed home in May...and the tax assessment for county records reads a lower value in December. Is this right?
Generally speaking, county records include both a purchase price and a taxable assessment.
Purchase price can be slow to record, sometimes taking 60 days.
County tax assessors generally place a taxable value on a home within 6 months of purchase.
