Most lender have FHA programs available. Perhaps you can start at where you bank and have established a business relationship and ask them if they offer FHA financing. New Kensington CDC has a first time buyers programs and they can be reached at 215-427-0350. They offer mortgage counseling services and work with several reputable lenders.
