The only 100% loans I know of are USDA rural development loans. These must be used to purchase properties in areas that are unincorporated into cities. Also cities that had a population of 10k or less will qualify. Near you Little Elm, Murphy and a few others come to mind.

It would depend where you are looking to buy. Down payment assistance programs are very rare. Very few cities still offer them but there are strings attached to them.

If you are looking to buy in Frisco, I will be happy to assist you. I just helped a couple with a grant this week and the seller is paying their closing costs.
