Asking the homeowner to provide copies of all the back utility bills. It should be pretty easy for them to get if they do not have copies. Both O&R & Central Hudson will print out the last 18 months if you ask for them

A seller is required to provide a prospective buyer with details of utility bills if requested. You can ask for the past two years.

FIRST ANSWER

If the home is listed with an agent, you can ask them to provide one. Many times when you call the utility companies and supply them with an address, they will give you an average of the bills.
