My uncle wants to buy a house in Texas in cash. Currently, he lives in CA. How can I do the transaction on his behalf? Does he need to be present to do title transfer? Most importantly, how does it work?

The best approach is to have a title company in Rockwall draft the POA for you so you don't have to go through athentication once you identify a property.

I'll be helping my uncle with the cash from my savings account. This will take care of the source of the fund issue. His government issued ID and/or SS# is not an issue. He and his family is considering to move in Rockwall at their first available opportunity but wanted to take the full advantage of buyers market in Texas as soon as possible. If I can get a sample of "Power of Attorney" specifying that I may buy or sell real estate, I can get the notarized copy in no time. So far with the responses I have got were very helpful.

Cash buyers need about 10-14 days to close because the title work usually takes 7-10 days and then documents can be drawn.
Your power of attorney from him specifying that you may buy or sell real estate is sufficient if it conforms with state standards. A statutory power properly filled in will do the trick.
He does not have to be present to execute the documents, since you will have POA.
However, the USA Patriot Act requires identification of purchasers via a government-issued id card. The provenance (origin) of funds will also be documented. This is to thwart money laundering. That would be the only catch, but it can be taken care of during the 10 days before closing.
basically we would need verification of funds and then we can meet here in dallas look at the properties and make a decision. depending on whether you have power of attorney to sign docs for him, you coukd close the propeety or the title company can overnite closing docs. if tou will email me. i can respond with the search you requested.

Let me make myself clearer. He won't be able to come to Texas. He'll decide the property from California by viewing pictures or any other means. I'll have to represent him and complete the deal on his behalf. He is looking for under 100K in 75087 location and paying CASH. What does he need to send me documents wise to do the work for him?
basically you need to get in touch with a bank or loan officer to get prequalified. then you would need to find a local realtor to help your uncle and you locate a property. if you are paying cash skip the first thing. i would be more than happy to discuss this with you. i can send you listings in the rockwall area today and show yall all the properties you would like to view and added incentive of working with me is my responsiveness and i rebat 20% of my commission to you at close.
