It's a lot easier to just use a title company, especially when it's a higher-end property that requires a major investment and you have money to spare.
If you want to find out yourself, you can get an online report within few minutes on website such as http://www.nextace.com or http://www.searchq.com
You can download a title report that has mortgage record, ownership history, delinquent taxes even liens and foreclosure information.

A title search is recommended; or county clerks office, or see link

You can try the NYC records using Acris:

The best way is to have a title company do a preliminary search on the property.

You can also go to the government offices...zoning, etc., and they will look to see if there are any liens on the property.
