House in contract, can offers still be accepted?

The house in question is a HUD house (not sure if that makes any difference). A realtor, who is not affiliated with the realty company selling the house, showed me this house, then found out it's in contract. She tells me i can't make an offer since it's already in contract - is that true? Also, she's relayed to the realtor with the buyer in contract that the property does NOT come on 2 lots (as listed) and also has a sewer assesment (which was NOT listed). I've now been told the "buyer" responded negatively to this info. Could the current "buyer" backout of the contract? How long does the "buyer" have to make a final decision? Please help, i'm so antsy! I call my realtor DAILY for an update and she says she knows nothing yet, but will let me know.

FIRST ANSWER

Yes,Gunner with a hud thats means they accepted an offer,if buyer back out UR Realtor,if on it will be able to bid ,gotta be quick.Or they may which we can do is mark as a back up offer.from the start.if this is case then you wont get a chance to rebid.
