Bank of the Internet has flexible programs for Foreign Nationals. They might not have retail branches in Texas, in which case you want to find a Broker that wholesales with them(as we do in my firm, for the West Coast).

BofI's Program for Foreign Nationals
• The borrower is not required to have a Social Security number, Green Card, or Visa.
• No FICO score is required. They will accept foreign credit reports to demonstrate credit worthiness or satisfactory alternate credit, from country of origin.
• Second Home 60% LTV to $2 million, 55% LTV to $3 million, and 50% LTV to
$5 million.
• Interest only is available.
• They require seasoned assets in a known verifiable financial institution.
• If the documentation is in a foreign language, it needs to be translated by a certified translator.
• A valid passport and a second form of ID is required.
• Loan amounts from $300,000 to $5,000,000.
• Borrower has a Green Card or Visa: 70% LTV to $1 million.
