I think you sometimes have to look behind the scores (which can be accessed at http://www.greatschools.com and http://www.schooldigger.com)
--you can also find some parent/student/community reviews there.
Since Atlanta has such an international community, many schools, like Garden Hills, serve students for whom English is a second language. Therefore they may not test as well as other students, which brings the scores down. This doesn't necessarily mean that they're not doing a good job and that your child is not getting a good education there.
I would advise going to the school and speaking with the staff to get a true picture of what's happening.
