2 good answers and Kirsten's point is right on. The submarkets that comprise the Garden Hills and E Rivers school district (both in "south" Buckhead) have both gone through significant transformation and redevelopment in the past decade. Check the ratings sites, but face to face meetings with PTA members and the administrators are truly the best way to discover the truth behind the numbers...

I think you sometimes have to look behind the scores (which can be accessed at http://www.greatschools.com and http://www.schooldigger.com)
--you can also find some parent/student/community reviews there.

Since Atlanta has such an international community, many schools, like Garden Hills, serve students for whom English is a second language. Therefore they may not test as well as other students, which brings the scores down. This doesn't necessarily mean that they're not doing a good job and that your child is not getting a good education there.
I would advise going to the school and speaking with the staff to get a true picture of what's happening.
