For how many years -since installation- it make sense to define a roof as being "New Roof"?

This is an issue that sellers really need to be careful of not misrepresenting the age/condition of a roof. The best way to approach it safely is to site the exact age of the roof.

ie. 6 month old, 1 year, 18 monthe, 2 years etc.

But calling it a new roof two years after it was installed is clearly misleading.

Shingle roofs come with a warrant only if they have been properly installed as exactly per their manufacturers] directions. Most do-it-yourself people and many contractors do not follow the proper way to lay down the starter row. Also the proper installment of ice and water shield is often ignored. A new roof is new when it is applied after that you start listing the date that it was put on. If it was not a complete tear off it is not a new roof.

Technically, once an item has been "used", it's no longer "new".

So, I would always indicate a new roof as follows: "Full-Tear-off Roof 12/07"... that way there's nobody complaining that it's NOT a new roof... and they know exactly when it was installed.

If you wanted you could say "Full-Tear-off 20-year-guaranteed Roof 12/07"...

Well depends, just how new is it or is it just borderline--if buying an engineer will be able to give you a general idea as to the age; if listing a property I would want to know the actual age before deciding how to define.
