Fill soil or expansive soil

We're looking into a house in Pittsburgh area , the disclosure said it has fill soil/expansive soil, I am trying to understand how it could affect the quality of the house, the house is 5 years old.

In Virginia, we have something called shrink/Swell and it is a soil that expands and contracts with moisture content. When they submit plans to build the home, the footing specifications are determined by the shrink swell soil ratio. This may be the same in Pennsylvania. I'm sure if you speak with your zoning and codes compliance department in your city or county, you will get all the answers you need.
