Fannie Mae Reo offer in "hold" status

We submtted an offer on a Fannie Mae Reo property and our buyer agent was told by the listing agent that Fannie Mae has it in "Hold" status. Can anyone tell me what that means? The house was priced 10,000 below what the bank paid for it so I am guessing that a lot of offers were received.
