65-75% LTV is definitely possible for ITIN borrowers.
If you're a US citizen, it will be easier. But other information is required to steer you in the right direction.

i have dealt with this type of scenario and after talking to countless banks I came up with the conclusion that most banks will lend up to 60% of the homes value. If this were 2 years ago you might have been able to finance more of the value into the loan. Your best bet would be to look for lenders that lend to foreign buyers for homes located in Florida. For some reason Florida has many lenders that do this type of loan.
