Hi! I was representing a buyer on a condo on Glascock St late last year and they also shared your concern about the rail line as it would run directly in front of their building. They did a bunch of research on it (my client is a city planning engineer) and I believe that they said that even if the city desides to re-activate that line the train would come by very infrequently and only during daytime hours. As they both work outside of the home it was not enough of a concern for them to not purchase the property. They have since become very active in their HOA, so I can ask them for an update on whats happening and I let you know...
I would recommend that you consult legal counsel to further discuss your rights as a home owner/purchaser as I am not licensed to offer legal advice.
Best of luck to you!
