The major problem that I've found is there doesn't appear to be any homes in FL that are eligible for the GNND program right now.
I may have a better option for you depending on where you want to buy/live.
There are some areas around Vero Beach that are eligible for the no money down USDA mortgage.
North of South Gifford Road is eligible, south of 25th street SW is eligible and west of highway 95 is eligible.
One of the best things about this mortgage is the monthly mortgage insurance is substantially less than an FHA or conventional mortgage and that's with no money down.
Here's an example: An FHA mortgage of $155,000 is going to have a monthly mortgage insurance payment of $161.45 but on a USDA mortgage it's only going to add $51.66 to your monthly payment and the interest rate for a USDA mortgage is just as low as an FHA mortgage.
The other nice thing is you can actually roll your closing costs into the loan as long as the appraised value supports it.

I sincerely have not heard about teacher's buying programs - that would be a good question to ask a loan officer. Start with a bank that you currently use for checking or saving account. But I can tell you that I've been working with first time home buyers and the FHA loans are very attractive at very low rates in the 3% range, with 3.5% down payment.

Hopefully, I can give you some input on the mystery of "Home Buyer Programs". The first thing I would tell you is that, in the mortgage world, there is no free lunch. Almost all of the incentive programs come with strings attached. Some of these funds are earmarked to be used in specific "empowerment zones" only. That means you have to live, and maintain residence, in specified areas.
Others are funded with state/federal bond money. As with any government funding, the hoops your lender may have to jump through are so substantial, your lender may not even bother with the process.
Lastly, unfortunately, some of these loans are nothing more than advertising. When the dust all settles, you don't get the 42" flat screen, but the 14" black & white TV.

There are other programs available to anyone interested. There is a $100 down payment program if you purchase a HUD home with a FHA mortgage. There is also a fannie mae homepath mortgage program. This would allow you to purchase a home for a little as 3% down.
