Yes, I do. I base this on a simple supply and demand. I have a background in real estate development (my family has done it for decades). Almost every developer either finances or enters into joint ventures with investors, and it costs them money for their properties to sit. This causes a lot of added pressure from banks or private investors. So if you wait it out, you will most likely see incentives included in the sale, (better financing, a new upgrades, etc). However, if you are eager to get a certain location in the building you may want to enter soon.
In my opinion, newer condos are just like older condos. Price is based on the current market condition and supply and demand. As of this weekend, I have been told that there are currently ~10 sold, ~20 pending sale, and ~70 still available. So therefore, there is a lot of supply right now. Currently, it should be easy to negotiate well under some of the asking prices however if units don't sell by summer, yes the prices will be lower and your ability to negotiate will be even stronger.
Yes, it's possible to use an agent to negotiate for you. If a agent with good negotiating skills is chosen, you could get the location you want at a very reasonable price.
