Refer to the CC&R's for your community, the huge package you would have recieved through escrow. Each HOA has their own rules & reg's that they follow.

Usually, and with good reason.

Virtually every homeowner's association has rules concerning the occupant's rights to quiet, and limit the amount of disturbance a resident can make.

Never say never but I have not yet seen this a an HOA rule. There may be an issue if you are creating alot of noise and leaving sawust on the ground or generating dust in other people homes. Read and reread the docs, rules and regulations and check with Attorney as well. If it has a basement perhaps its wise to have a shop in the basement.

It's going to depend on the HOA. If you have a specific neighborhood in mind, let me know and it can be investigated further.

it depends on their rules - all are individual and set their own rules. We have one in our area that allows this as long as you clean up your space at the end of the day.

HOA's can have any stupid annoying tules they wish to impose. Check the paperwork to see what they have where you are looking. I would avoid a HOA myself at all costs. They are to much of a pain in the...

Some places have HOA's that say you can not change a tire in the dooryard.
