Livingston taxes are among the lower taxes in Essex County.........along with Millburn and Roseland, the Caldwells. You will find higher taxes in the Oranges (W & S Orange) and Maplewood.
Now, in regard to the taxes in Cedar Gate - I went and checked the tax records, as the $7700 figure seemed unusually low for properties selling in the 700-800's. It didn't make sense to me.
What did I find?
Well.... the taxes on 12 closed sales actually range from $13,453 (unit #28) to a high of $16,710 for unit # 2 . The average taxes were in the $14,500 range.
Some of the currently listed units do show $7700, but the total calculated tax is not shown.....the land assessment alone counts for $6500 worth of the tax - that is what is shown on unsold units ..........so clearly the building will more than double that.
Those numbers ($14,500 range) are in keeping with other similarly priced homes/townhomes in town..
If you are only considering a townhome - you might also look at the Gables Collection (same price range) - a brand new section located in the Livingston Town Center...amenities are offered such as an indoor rooftop pool, elegant meeting room and exercise room. The mixed use complex offers stores and restaurants.......and....the NY bus is just across the street (so is Starbucks !).
The Fairways is an established gated complex - also similarly priced - that offers a variety of models ..pool, exercise room and tennis.
In Livingston you have options!
By the way - does a basement level 4th bedroom work for you?
Just know that we can't call a basement room a bedroom just because it has a bed in it - so dependig on your needs, it may or may not work.........and it may or may not show as an additional bedroom on the listing page.

I saw another new subdivision that has not been built yet in wayne (another nice town and good schools)... Not a townhome but a private house with 4 bedrooms and 2.1 baths as well as an unfiinshed basement. The price is about 630,000.

Have also eliminated Cedar Gate, no outdoor space, the complex is rather small itself, is definitely nice for empty nesters or singles/couples without multiple children.
We do own a townhouse currently, and the public schools aren't top notch, but our commute to the city is to die for, and allows us to see our children before and after work before they go to sleep.
So if we do move, it must have 4th bedroom/office potential and we would want the 'next best thing' which is a community that is as close to being single family.
Again, if all communities are eliminated based on our criteria, then we'd possibly have no choice but to look for a SF home that was built in an area of other new homes, which is a rather big undertaking - OR - just stay put.
Although this thread could have easily been taken to the private side, there are many who are in our exact same boat (many of my friends and neighbors), so hopefully others learn from it and all the sound advice and perspectives here - the beauty of the net...

You seen very hands on wth this, but I do think your next move is to speak one on one with someone - either someone from here, or find someone on your own ...this will help you narrow down your choices and fine tune your options.
The questions regarding finances or needing to sell somethig first should, imo, be handled privately.

I wanted to ask you a few questions that I think may be helpful, with your permission....
Are you currently a home owner, if so, do you need to sell your home before buying the next one?
Do you need the 4th bedroom due to extended family that stays over or you just want to have an extra bedroom? Does that extra 4th bedroom must have a closet or can it be a den/office?
When do you need to be in your new home?
The communities in Essex County mostly offer a 3 bedroom situation as mentioned before. After seeing the Bel Air townhomes in West Orange It will be hard to find something else to top that or to even be close to it since they are very large, luxurious and have a feel of a home and not a townhome.
From what you describe I don't think that the homes in the town center will be to your liking. Are you considering montclair as an option?

here is a list of townhomes / single family homes I saw that you MIGHT be interested in. Yes a lot of them say 3 bedroom but most if not all have some form of a room den, office that can be used as a 4th bedroom.

I have another suggestion that will be perfect for all your needs. There is a great community in Cedar Grove adjuscent to Montclair very close to the train station to NYC called Resevoir Ridge . The units arecompeletely detached colonial homes in a community setting. you enjoy living in a house have your outdoors area for the children privacy from the neighbors and yet not worry about the maintenance of the lawn, snow removal ets... There is one available now listed at 699,000 with 4 bedrooms first floor master, 3 bedrooms upstairs. Full finished basement. updated kitchen and bathrooms. Great family room with cathedral ceilings no amaneties keep the fees at 304/month taxes are about 13,000/year. Good school system for the children and prenty of space for guests, home office, toys, outdoor bbq, lawn furniture and eveything else you are looking for!
Hope this might be of interest. I cannot really think of anything else that is newer with all the criterias you have mentioned. Also, the pictures look great seems like a true move in ready condition.

They are counting the 3 level I mentioned as the 4th bedroom - it's not cheating - it has door and a window...not sure about a closet, though, but it can always be added.
I had a listing in which they used it as a full time bedroom for their teenage son.............it is a full flight of stairs, though, so if you have an infant, it might be inconvenient.
Anyway, 71 is a Dogwood model - the largest model in the complex........
Just out of curiosity, with 2 children - you don't want a backyard that is yours to do with as you choose?
If you don't mind my asking what is the need for that 4 th bedroom that an office, loft, or finished basement doesn't allow or are you just looking at all possible option to make a final decision.
I would suggest going to preview these different complexes and their layouts to see what best fits your needs. Sometimes a 4 bedrom has small rooms but you think because there are 4 it's big. If you would like to go out and preview all these homes I suggest maybe setting up an appointment with a Realtor who can take the time to show you all the properties, as well as the surrounding areas on your visit.

Yes, leaning towards condo/townhouse before we start looking at single family, if there is nothing that catches our eye. Outdoor space eliminates Gables, Hidden Ridge, Town Center, and the like.
Essentially something like Bel Air, with decent diversity, without the high taxes, and a better school system - what a unique product they have! I suppose in another town, something like Bel Air would cost a heck of a lot more...
Your head must be spinning with all the suggestions - but they are good ones - and I think everyone here has pretty much offered all of your options in this Essex County area.
Perhaps you need to sit down and decide what is most important to you........in order of importance:
new townhome vs single family home?
commute to Manhattan?
4 bedrooms (split or on 1 level)?
and any other preferences you can think of....
Now that you know what the possibilities are in this area..... you need to prioritize your needs/wants list.

Thanks for your reply to my previous remarks. I am not sure that there are many other options in the form of townhomes that will fit all the criterias you have mentioned. New Providence has a new community called the Villas and has smaller units around 2500 sf with unfinished basements for 799,000. Great town with easy access to NYC train and buses. Excellent schools and nice downtown with great shopping. You should check it out too.
The townhomes Jonathan mentioned are really beautiful too.
Other than all the other ones that were mentioned, your other option will be a private home and not a townhome. There are some amazing towns in Essex County to consider and you have a nice price range to allow a 4 bedrooms home.
Sounds like you have done some leg work already. I hope you have a great guide (Realtor) that helps you with your serach other than all of us.

Just thinking--and I hope I'm not throwing you off your game plan--that South Orange has a wonderful listng available to purchase in the Quarry on South Tillou. It's huge with four bedrooms, 5.1 bathrooms, great location, private, and on the jitney line to the South Orange train station and the mid-town direct to Penn Station and lower Manhattan via Hoboken and PATH. It's worth a look/see.
we saw Bel Air and love the community, but are not too keen on the taxes and school system.
Hidden Ridge is on a hill and a bit disconnected, meaning not much community or play area, etc - plus seems further from NYC in terms of commute.

There are other communities that will fit your criteria but not in Livingston. Another great community is the Bel Air in West Orange. The only difference is that the taxes are at about 20,000/year. They are new and the last phase is to be completed by the end of the year or begining of 2012.
There is another brand new development in North Caldwell called the Hidden Ridge that offers 4 bedrooms 3 full baths and a half bath on the main level (All bedrooms are above ground) under 700,000 taxes again about 2% of the purcahse price. They are all online and available this year. The community there also does not offer any amenaties such as pool, tennis courts ets.
sure, if you're willing to post those listing of 4 bedroom places with the criteria I mentioned, I'd take a look at the links - I'm sure it is publicly listed anyway, I just have to perform the right searches

There are many units in The fairways with 4th "bedrooms" located in the finished basements. Some of the basements are walkout- some are not.
The Town Center townhomes units- (The Gables being the newest) all have basement levels - many finished.
I can send you specific listings so you can compare and contrast the room sizes and layouts.
There are 2, not 3 ,models at Cedar Gate (The Sutton and The Gramercy).......they range around 3000-3400 sq ft.
hope you don't mind if i answer the question as well. The Fairway, Town Center and Cedar Gate have basements that are either finished or unfinished. I only saw one that was unfinished of the 20 units on the market with 3 bedrooms. The finished basements appear to have a large open family / rec. room but there was one or two that had what they are calling an Office that could be used as a 4th bedroom if you decided to do so but legally can't be called a bedroom probably because of limited access and egress in case of fire.

Roseland is much smaller then Livingston but is similar in many ways.

An appraiser may or may not count that as a real bedroom depending on whether it is walk-out (or has egress in the case of an emergency).
That holds true for The Fairways and the townhomes at Livingston Town Center, as well.

The community at Cedar Gate in Livingston is a new complex that has been and still is under construction offering 3 bedroom and 2.1 bath brand new townhomes. There are 3 models available and they vary in price from the upper 600,000 to 800,000 depending on the finishes, upgrades location ets....
The location is at the outskirts of Livingston by st. barnabas hospital and very close to Rt. 280, the Garden State Parkway, shopping, recreational activities as well as Public transportation to NYC.
The complex does not offer any amenaties such as pool, club house, tennis courts or a gate and guard in the front. The community is smaller than others in town. At the same time, the maintenance fees are lower than most as well. The units are very high end and some feature elevators and finished basements.
The taxes are about 2% of the sale price. There is no one set tax for all units since they vary in price.
The units are advertized on the MLS and you can also find them on Google if you are searching by the name of the community and the town.
Livingston is a great town offering excellent schools, easy commute and a great reputation in all. There are some other communities in town that will be similar or lower in price that you may want to consider in cluding the fairways, the Regency Club or the newly constructed Town center.
All the other communities offer many amenaties that result in higher manintenance fees.
