It really is a function of what type of home you are looking for, size and amenities, etc. Old Town Windsor is on the west side of 101 and the East side saw massive development in the late 80's and 90's with a broad range of housing stock. In recent years there has been a renaissance on the West Side, with Shiloh Greens, Ventana and Ventana Estates near the Windsor golf course. But also the Windsor Town Green has become very charming with lots of shops, restaurants, outdoor dining and farmer's markets, etc. The older housing stock on the west side varies from less interesting along the freeway on the West side to charming country properties, vineyard estates and horse properties as you head west (!) to Eastside Road in Healdsburg. Similarly there are some beautiful homes on the eastside in Lakewood Estates and Foothill Ranches, etc. It is difficult anymore to generalize about East versus West without knowing your tastes and price range, but hopefully this will be a start!
Also, If you are re-locating for work to Windsor or the Airport Business Park area of north Santa Rosa, you could also consider other surrounding communities as well, such as Northeast or Northwest Santa Rosa, Healdsburg and the Larkfield Wikiup area of NE Santa Rosa.
