Can you negotiate a price with a builder; specifically on a house built for someone else that didn't end up selling? If so, how much?

FIRST ANSWER
A lot depends on the financial position of the builder. Each home and builder are different. The only way to find the answer is to make an offer to the builder. There are other ways of getting a builder to provide you with additional financial benefits which are far more valuable than price reductions.
