Can the cousin of 5102 yellow rose ct bakersfield ca put the deed in her name when it is a REO?

The deed to a property can only be in a person's name if that person owns the property. Since REO properties are owned by the bank that held the mortgage, the answer to your question is no, unless the cousin is the actual owner, and not the bank, they cannot put the deed in their name.
