moved to Berkeley Heights, but the town's waiting list for parking permits is 2.5 years. I'd like to apply for one in Gillette - it's just as close - but am not sure if they allow non-residents. Thanks for any help you can offer!

The last I heard there were no spaces available at Gillette. There are space available at Millington for $105 if you want to park there. Call the town hall for more info at 908-647-8000.
