Can a husband apply for fha loan by himself?

Yes he can. A spouse in AL is not required to be on a mortgage. To qualify for an FHA mortgage, only your husband's income can be used if you are not on the mortgage as well. HUD does allow a spouse to be on title but not on the mortgage.

The answer is "yes," but in community property states, the spouse's obligations (but not credit score) would need to be factored into the debt-to-income (DTI) ratio. If you have any questions or need a list of community property states, please let me know.
