We have a saying - a verbal offer is as good as the paper it's written on. Agents get paid when they bring about a meeting of the minds. Apparently this other agent has not achieved this result. If there is no offer in writing, the seller has no idea who you are. Unless you have a written agreement with this agent, you are free to go with whomever you choose who can bring about a meeting of the minds.
With regards to your very first sentence, if you do not have an exclusive buyer's agency agreement in place with this agent, then you should know that she does not have your best interest in mind. Unless otherwise explicity stated, all agents work in the best interest of the seller. By law, the agent should have had you sign a form called the NY State Disclosure Form disclosing who they represent.
