Can I purchase a home thru refinancing?

I have bad credit that I'm currently rebuilding. I need to get into a home but I don't want to deal with rental homes. I'm looking at purchasing a home thru contract with the seller. I was told that if I go on title with a home owner that has a mortgage for the home, I make the payments, and I'm on title for at least a year and payments are on time showing ability to pay the note, that I can do a streamline refinance of the home into my name and remove the origional home owner from title, and that by streamline refinancing instead of purchasing, save money on the closing costs. Is this true?
