Yes - you should also inquire about what rate the lender can offer that will cover all of your closing costs

You can get a lower rate and pay ALL the costs or get a slightly higher rate in which all of your costs will be covered therefore making it a NO COST refinance. With option 2 there is no breakeven analysis and you begin saving immediatley with your first payment.
