Rule of thumb is the older the home the lower the tax. Make sure that whomever you pick to be your Realtor gives you a printout of the current tax. The county of Riverside does NOT reassess the property at the close of escrow. As a buyer you will need to qualify for your loan at the current tax.
For Example:
Current Assessed Value of home $400,000
Current Value of Home (Or Sales Price) $275,000
The new owner will be required to pay the Current Assessed Value Tax till the county reassesses the property.

Dea: The unincorporated areas of Riverside County, have low tax rates with no assessments.
Also, the older developments that were built before 1990 usually have no assessments added.
When master planned communities began being built in the 1990's the builders began placing Community Facilities District bonds, for infrastructure. These bond payments or assessments were added to the property taxes, which the consumer ends up paying.

There are two things you need to look at. One is tax rate and other is special assesment. Based on area, you will find that will vary from 1.0 - 2.4. Tax rates varies from 1.0 - 1.5 but by the time you add special assesment it goes up. Special assesment is same regardless of tax rate. Only difference is Special assesments which is there in lot of new communities built after 2000. I have a list of communities that will help you find great deals in the Temecula and Murrieta area. There are so many areas with special assessments that vary. What I will tell you.... This is not always true but most of the time it is. Houses built in the year 2001 and under are usually a much lower tax rate. For example I live in Temeku Hills which is a really beautiful community but my house was built in 2001 so my tax rate is inbetween 1.1 - 1.2. The newer homes are about 1.8 - 2.5 depending on area.
