Higher ground, and away from the river. also check out nearby creeks, which may or may not be on the Fema maps as SFHA flood zones. SFHA stands for Special Flood Hazard Zones. The scary one is "A"
Flood insurance is required in "A" Zones.
"C" and "X" are mostly good, flood insurance in "C" and "X" are usually optional, and if purchased, much less expensive than flood insurance in an "A" zone.
Flood risk and insurance cost are only two parts of the housing expense and purchase decision.
There may be other compelling reasons that may make a purchase in an SFHA desirable.
For example: If I had to choose between a house in a zone A and a similar house in a gang populated area, and these were my only choices available to me, then I would choose the flood area over the gangster area.
