I just wanted to check back on your question. At the moment there are 9 properties for sale with at least 3000SF, and built after 1990, sadly none are within your $700K limit. Typically homes in Westlake and Westlake Hills average $432PSF, and they typically sell in 97 days or less. These homes have an average of 5500SF and list for approximately 2.5 Million.
To remain under the $700K limit, you will need to look at condos or townhomes.At the moment there are only two condos for sale and they don't meet your 3000SF+ or newer than 1990 requirements. The condos average 1100SF and were built in 1970 and 1980. They have an average list price of $161K.
This area is highly sought after and well priced homes sell in hours or a few days. i wish you the best!

I read thru all the answers to your question. I live and work in Westlake and am a little surprised that no one mentioned Senna Hills. If you are not familar with this subdivision, it is at the West end of Bee Caves rd a couple of miles from Hwy 71. It is the last neighborhood in the Eanes District before the boundary changes to Lake Travis i.s.d. Let me know if you need more information.

In general what I read from your brief post is that this would be a tough find. My comment is based on experience in the area.
While searching on the Internet and posting in forums like this is a good place to start it will never get you the answers you deserve and need when making such an important decission.
I believe that I know of builder in the the Westlake ISD area that can build a house on one of his invemtory lots and be very near this price.

Not specifically in westlake hills.. if you want Eanes ISD you would need to be a little further west on 2244 in senna hills (New resale) or some newer homes in cuernavaca..
