Even if you qualify and the funds are available, you may have a hard time convincing a selling agent to accept your offer since 100% financing is virtually non-existent these days, sellers are very much aware of this...
So if you could find a gift source for your down payment, or purchase in a rural area designated for USDA financing, you'll be in the driver's seat!

There are also some terrific bargains in Rancho Cordova right now. I recently closed a short sale of a newer home built in 2008 at $215,000, among homes that comped out at $240,000 and up. I have another listed at $179,000 in Sunridge, if you prefer that area over Anatolia.
