You seem to have done some of the homework already.
Your agent should be able to hand you a list of utility providers in that area.
Spending on a security system is something you should consider based on your budgeted expenses. Getting a monitored system for about $30/mth will save you about 12% off your insurance, which, to me, is not wise, except for security reason. But you have said there is less chance of a mishap because of minimal crime rate, so why waste money on security.
