How much can a buyer expect to pay to replace these? What are are the potential problems with purchasing one of these properties?

The replacement cost for the plumbing with depend on the size of the house, type of heating system, etc. You should consult a contractor and review the bank's addendum with your realtor prior to proceeding.

This is a problem and most of these properties are foreclosures so banks typically don't want to deal with inspections. The best way to protect yourself is to have a excellent contractor visit the property with you to get estimates for repair. I'd be aggressive on the purchase price as banks do not want to be holding property.

Unfortunately sometimes you cannot obtain lending for such properties, since no water and/or heating systems will be functioning most appraisers will alert the lender. Cash sales are the easiest option. The expense to reapir these types of issues depends upon the amount stolen, size of house etc. Single family, multi.... I
